The Urban Planning Register as a comprehensive source of spatial information

The amendment to the regulations on spatial planning and development introduced by the Act of 7 July 2023 amending the Act on Spatial Planning And Development and certain other acts, subsequently amended by the Act of 4 April 2025, introduces as of 1 July 2026 a new ICT tool containing comprehensive planning information and data – the Urban Planning Register.
This instrument is to be an integrated system serving as a source of information and data, including spatial data, related to spatial planning and development. Access to the register will be free of charge and available to everyone, which will undoubtedly increase the transparency of information on spatial policy. The information and data made available in the Urban Planning Register will be public, with the exception of personal data.
The Urban Planning Register will immediately make available information and data from, among others:
- resolutions on commencing the preparation of spatial planning acts and municipal revitalisation programmes,
- applications for the preparation or amendment of general plans or local plans and applications for the adoption of integrated investment plans,
- resolutions on the detailed procedure and schedule for the development of a municipal development strategy or supra-local development strategy,
- resolutions on the designation of degraded areas and revitalisation areas,
- resolutions on the adoption of municipal revitalisation programmes,
- applications for the issuance of decisions on land development and management conditions and decisions issued, with the exception of decisions concerning investments located in closed areas,
- judgments of administrative courts concerning decisions on land development and management conditions,
- spatial planning acts, as well as draft spatial planning acts submitted for consultation and opinion, or subject to public consultation.
